What the record says

Utah's Hemp and Cannabinoid Act AFFIRMATIVELY NAMES 'cannabinol (CBN), CAS# 521-35-7' as a permitted, non-'THC analog' naturally-occurring cannabinoid (Utah Code 4-41-102(24)(b)(viii)) - so it is positively recognized, not controlled, and is excluded from the total-THC ceiling and the 5 mg/150 mg caps. But CBN is lawful only as a regulated 'cannabinoid product': UDAF product registration before distribution (4-41-104), a 21+ gate where any THC/THC-analog is present, the 10% Cannabinoid Products Tax, R66 labeling/testing, and a smokable-flower ban. Conditional regime RESTRICTED.

Controlling language, verbatim

'THC analog' ... does not include the following substances or the naturally occurring acid forms of the following substances: ... (viii) cannabinol (CBN), the cannabinoid identified as CAS# 521-35-7.
